They fear the Russian government is preparing for a Russian invasion of the North Caucasus, particularly the North Caucasus in the wake of the downing of a passenger jet over Syria by a Russian-made plane in 2015.

That has put a strain on the relations between the two countries.

A Russian foreign ministry statement in March described NATO's air campaign in southern Ukraine as "anti-Russian."

Russia also condemned an EU military action in eastern Ukraine in March, saying it could lead to a war. It had sent troops into the area in the last couple of years to protect Russian speakers from violence at home.

The government of Latvia said it planned to send 200 additional soldiers to the country, and has also increased funding for education in the region, under the EU-US Safe Schools program.

However, it is not clear how many of these extra troops will actually be deployed to Latvia.
