Before trying to resolve an SMTP issue, check your email settings in Outlook by heading to File > Account Settings > Server Settings. Verify that the outgoing SMTP server and the parameters provided by your provider correspond. Check to see if port 587 (or 465 for SSL) is set up. Check your username, password, and "Require authentication" settings. After you've saved your modifications, restart Outlook.
